As technology continues to play an essential role in education, the need for robust cybersecurity in schools has never been more critical. Fortunately, through the E-Rate program, schools have the opportunity to secure crucial funding to safeguard their digital infrastructure. The Federal Communications Commission (FCC) has introduced a new, time-sensitive program that allows schools to apply for up to $45,000 in cybersecurity rebates, spread over three years. However, time is of the essence— applications are open now and close on October 31st.
Why Cybersecurity for Schools?
With increased use of digital tools, online platforms, and remote learning, schools are more vulnerable to cyber threats than ever before. A successful cyber attack can disrupt learning, compromise sensitive student data, and cause significant financial loss. For many schools, the cost of implementing effective cybersecurity measures can be a barrier. This is where the E-Rate program can make a substantial difference.
What Is the E-Rate Program?
The E-Rate program is a federal initiative designed to help schools and libraries gain affordable access to telecommunications and internet services. Traditionally, E-Rate has focused on providing discounts for connectivity services, but the program has now expanded to include cybersecurity. This new funding is a game-changer, allowing schools to take proactive steps to secure their digital networks while offsetting the cost of those improvements.
New Program
The federal government has launched a $200 million pilot program providing K-12 schools with cybersecurity funding. Through this new program, schools can receive federal rebates for cybersecurity improvements via the E-Rate program. By participating, schools will help the FCC gather important insights before expanding the program nationwide to all federally funded schools.
All schools, districts, and libraries that meet E-Rate eligibility can apply. While previous participation in the E-Rate program is not required, current and former applicants are also welcome to take advantage of this opportunity.
Under the new program, eligible schools can receive up to $45,000 in rebates to be used specifically for cybersecurity measures. This funding can be spread out over three years, making it easier to implement ongoing security strategies without overwhelming your budget in a single fiscal year.
What Cybersecurity Measures Are Covered?
The E-Rate program will support a wide array of cybersecurity measures, including:
- Network firewalls
- Anti-virus software
- Advanced threat detection
- Intrusion prevention systems
- Staff cybersecurity training programs
- These are vital components for any educational institution striving to protect itself from the growing number of cyber threats that target schools.
Application Process
To get started on applying for this new E-Rate program, you can follow these steps:
#1 Start Your Application
Between September 17th and October 31st, you can fill out FCC Form 484 Part 1 in the E-Rate Productivity Center (EPC). In this form, you’ll provide basic cybersecurity information and how you plan to use the pilot funds. If selected, you’ll need to complete Part 2 with more details and a project proposal.
#2 Start Competitive Bidding
Submit FCC Form 470 in the EPC to start the bidding process. You’ll need to review and negotiate bids from service providers. For more details, check USAC’s Competitive Bidding page.
#3 Selecting Service Providers
Review the bids and choose the most cost-effective option, with pricing being the primary factor.
#4 Apply for Discounts
Submit FCC Form 471 to inform USAC of the services or equipment you’re requesting. USAC will review and issue a funding decision. You can find a checklist on the USAC Form 471 page.
#5 Application Review
USAC will review your application for accuracy. Be ready to provide any extra information if requested.
#6 Start Your Services
Once you receive your Funding Commitment Decision Letter (FCDL), confirm the start of services by filing FCC Form 486. For more details, visit USAC Form 486.
#7 Next Steps
After your FCC Form 486 is approved and services begin, you or your service provider can invoice USAC for the discounted costs. For more information, visit USAC’s Invoicing page.
